The legal framework for funding resources of regional bodies and its obstacles in Iraq (An analytical study)

Abstract
One of the methods of administrative management is the system of regional administrative decentralization, which is based on the existence of local bodies, which fulfill the local needs and interests of the local population. These bodies cannot carry out their duties and obligations without availability of financial resources that enable them to do so whether those resources are central or local. Iraq as it is one of the countries that adopted this kind of system, both Iraq constitution of 2005 as well as the law of governorates included reference to the financial resources of these bodies, but these funds have multiple sources, and in return they face some obstacles that prevent from obtaining them or minimizing the funds, which may affect negatively on the service and economic reality and developing these bodies. So that, we chose to explain these sources of funding and the obstacles they face in this context.
